Inside Norway’s Governmental Quarter: A Rare Look at Smarter Portfolio Planning in Action.

When you’re building one of the most complex construction projects in Northern Europe - 5 subprojects, 50 000 activities, 500 critical interfaces, and billions at stake - you quickly learn that schedules aren’t just dates. They’re living systems.

And uncertainty? It’s not the enemy. It’s the map.

In this webinar, Christian Bakke lifts the curtain on how Statsbygg (The Norwegian Goverment's Buidling Comissioner, Property Manager and Developer) used schedule uncertainty analyses to navigate the massive redevelopment of Oslo’s Government Quarter. From annual deep-dive QSRAs to monthly “Quick & Dirty” critical-path check-ins, he’ll show how the team continuously identified bottlenecks, uncovered opportunities, challenged assumptions, and kept control in an environment where delay in one area can ripple across the entire portfolio.

If you want a rare inside look at how one of Europe’s most ambitious public construction projects used Safran Risk to manage uncertainty with speed, structure, and surprising transparency - this is your session.

Christian Bakke
Project Leader, Department of Construction and Project Management at Statsbygg
PhD Candidate, NTNU

Christian leads project management efforts within Statsbygg - the Norwegian government’s building commissioner, property manager and developer - where he has played a central role in the redevelopment of the Governmental Quarter in Oslo. This multi-billion-krone, multi-year megaproject involves five major subprojects, thousands of activities, and critical interfaces that span disciplines and contractors.

Christian has been instrumental in shaping how Statsbygg performs schedule uncertainty analyses at both portfolio and subproject levels, combining structured processes, rapid “Quick & Dirty” assessments, and hands-on use of Safran Risk. He brings together academic insight and real-world experience to make uncertainty analysis both understandable and operational for large, complex projects.
